Flinchum's responsibilities will include oversight of the financing, refinancing, constructing, improving, furnishing, maintaining, acquiring and operating public buildings that benefit the Commonwealth and any of its agencies.

The authority consists of the state treasurer, state comptroller, and five additional gubernatorial appointees who each serve five-year terms.

"Because of the financial crisis, Virginia and the nation certainly face a tough road

ahead." Flinchum says. "After spending 35 years buying and selling tax free

bonds, I look forward to protecting the State of Virginia in the issuance of future bonds and to help it maneuver through these trying times, while maintaining its world-class credit rating."
